The Office of Corporate Security (OCS) provides support and guidance for all aspects of security management within the WV partnership and continues to develop the organisational capacity for assessing & mitigating potential security threats to WV staff, assets & programmes. The increasingly complex global security environment for World Vision and other relief/development organisations has led to a corresponding increase in exposure to security risks for World Vision staff and assets in a number of locations.

The Director of Operations provides leadership and management of WV’s global security operational resources to ensure best practice security management across the organization. The role oversees the ‘day to day’ security operations in WV operational areas by supporting Regional Security Directors (RSD’s) and Regional line managers through a ‘matrix management ’environment. It requires the ongoing monitoring of “medium – high risk” operational contexts to ensure that WV has the capacity to effectively manage emerging security risks and respond to incidents appropriately. . The position holder will be expected to competently manage critical security incidents at a global level with available resources, often with little, or no, supervision.

The position holder must be adept at working in a highly consultative, and at times ambiguous, environment. You will be an agile and flexible thinker who can develop innovative solutions that can be implemented at the operational level. We are looking for an experienced manager who understands business processes, but can act as a change agent to develop a programme of continuous improvement.

Responsibilites Include:
• Provide leadership and management of WV’s global security resources and ensure best practice security management across the ‘day to day’ operations of the organization.

• Ensure that WV is effectively identifying and managing security risks in alignment with WV security Policy and Standards and that critical security incidents are responded to appropriately.

• Provide technical support to the Partnership Leader (OCS) and the Regional Security Directors (RSD) in the assessment of security risks and the development of security planning to mitigate assessed threats in WV operations.

• Work closely with Regional Security Directors and the OCS Security Analyst to provide independent assessment of operational contexts.

• Regular liaison with Senior Directors of Operations (SDOs), Regional Security Directors (RSD’s) and other key stakeholders.

• Participate in the process of continuous learning on international best practice in security management that can be implemented in WV operations globally.

Required Skills Included:
• Relevant degree in Security, Strategic, or International Studies, or related discipline; or relevant work experience in the professional security arena (Military, Law Enforcement, or Emergency Services).

• Sound knowledge of NGO security management processes. Solid understanding of the Security Risk Assessment process, security planning and crises management in the humanitarian context. While NGO experience is highly desirable, candidates with solid security management experience in other sectors will be considered.

• Understanding of the intelligence analysis process and the application of risk levels for specific contexts.

• Excellent oral and written (English) communication skills

• Ability to work under pressure.

• At least 5 years of experience in security management, ideally in the NGO or UN Security Management. Systems; or Military or Law Enforcement.

• Must be willing and able to travel globally as required (estimated 33%) and be prepared to deploy to hostile environments.

• Proven ability to influence across diverse management groups in a highly consultative environment.
