DRC is an International non-governmental organisation, which provides protection and promotes durable solutions to refugees and displacement affected populations over the world. In Lebanon specifically, DRCstarted operations in 2004 with a focus on protection of Palestinian refugees that was then extended to education and livelihood support. Iraqi refugees and Migrant Domestic workers have also been assisted similarly in the past years with the objective to build the capacity of local NGOs.


Since May 2011, DRC has been actively involved in the Lebanon emergency response to the Syrian crisis with presence in the North, East (Bekaa valley) and South of Lebanon. The DRC response is designed around 4 major sectors: Food/NFI distribution, Protection, Shelter and Livelihood support. As such, DRC is positioned in Lebanon as a main implementing partner of UNHCR, UNICEF, WFP, ECHO and DANIDA, implying a rapid expansion of its programme and structure.

To cope with the increasing refugee caseload (1,000,000 refugees expected by the end of 2013) and its multi-sector intervention, DRC is constantly expanding its capacity. In particular, the exponential increase of refugees and the long-lasting displacement requires from humanitarian actors to shift from general to targeted assistance, while responding both to generalized and specific needs of the protection of children. Currently, DRC is planning to scale up its protection program, consisting of the following main interventions: identification and referral of protection cases, individual case management (ICM), protection monitoring, and counselling and psychosocial support. In addition, DRC is scaling up the Child Protection program and is one of the co-lead agencies in GBV.

Therefore, DRC Lebanon is looking for a Protection Manager (PM) whose responsibilities are outlined below:

Duties and responsibilities:

The PM has the overall responsibility for leading, coordinating and overseeing DRC protection activities in the North Bekaa area.


• Represents DRC Protection before relevant donors at field level; • Represents DRC in the protection working and sub working groups and interagency planning workshops.

Programming & operations

• Oversee implementation and coordination of protection activities and ensure that objectives and • results are timely and qualitatively met; • Recruit, coach and evaluate protection staff; • Coordinate and manage the protection team in his/her AoR; • Responsible for detailed planning and reporting of protection activities; • Responsible for administrative and financial matters related to the protection activities under the AoR; • Develop and implement M&E work plans as appropriate, and make monitoring visits to project sites as necessary; • Develop protection trainings and awareness raising materials to be used during project implementation; • Contribute to the development of DRC's Lebanon's protection sector strategy based on sound contextual analysis; • Contribute to proposal design to secure follow on or expansion funding for the protection program as necessary; • Coordinate with national, local and international actors; • Manages the psychosocial activities, including the development of the joint projects between DRC local NGOs implementing partners; • Provide support and training to local NGO’s that are DRC implementing partners; • Maintain an overview of the protection risks in the AoR , the responses that are underway, and the gaps in assistance, in view of ensuring appropriate emergency responses; • Work closely with the community development section; • Ensure protection is mainstreamed into DRC Lebanon sectors of operation (shelter, distribution and livelihood).

Organisation, administration and personnel management

• Overall coordination of protection staff; • Suggests adjustments of the protection dedicated teams according to evolving needs and programming; • Ensures with head of office, field managers and the Safety team that protection activities are organised in a way that guarantees safety of beneficiary families, partners and DRC staff involved (i.e. confidentiality).


• Ensure that the Protection assistance programme is compliant with DRC accountability principles.

Any other duties as agreed with the National Protection Coordinator and the Head of Office.

Line management

The PM reports directly to the Head of Office- North Bekaa.

Internal relations

The PM is leading DRC protection activities in coordination with the national Protection Coordinator and the Head of Office- North Bekaa.

External relations

The PM has frequent contacts with representatives of donors involved in protection (specifically UNICEF and UNHCR).

Required qualifications

• University degree or higher education relevant to human rights: preferably in law, social sciences or humanitarian aid; • At least 3 years of proven international experience Protection, advocacy work, and refugee law; • Working experience in conflict affected and fragile states in (emergency) psychosocial support projects; • Understands rights and protection issues of refugees, children and women; • Ability to organise and facilitate capacity-building initiatives, including trainings for colleagues and partners; • Familiarity with community-based protection programming and ability to incorporate lessons learned from similar experiences; • Proven communication, interpersonal, representation, negotiation, promotion and diplomacy skills, • Proven analytical and writing skills; • Political and cultural awareness; • Ability to quickly develop good insight and understanding of the conflict, the human rights situation and the political environment of the program country; • Fluency in the English language, both written and verbal. French and Arabic is an asset; • Above average computer literacy, and holder of a valid international driver’s licence.
