Job Description
Developing, implementing and reviewing the CP Police Service strategy and ensuring that it is aligned and in support of CP’s Legal and Enterprise Risk Management strategy and goals, and is aligned to support achievement of the company’s Mission, Vision and Strategic goals. All activities must be consistent with CP operating principles, values and strategies and within the authorities and conditions imposed by the criminal justice system for the Police Service functions.
CP’s security programs, planning and regulatory compliance by developing a security strategy, policies and procedures to protect the personnel, assets and operations of the company.
Development and implementation of appropriate risk management and compliances services
Management of CP’s liability in respect of personal injury, Workers compensation, 3rd party damage
and all freight and lading carried on the rail network. Incumbent will develop and implement strategy, policies and procedures to minimize CP’s financial exposure and maximize recoveries from third parties, salvage and other legal avenues to recover costs.

Position Accountabilites
Provide strategic oversight and direction to the Chief of Police of the Canadian Pacific Police Service (CPPS) and ensures that the CPPS operates in alignment with the priorities of the company and within the jurisdictional limits set forth by legislation;
Represent CP’s interests with regulators, government agencies (federal, state, provincial and municipal) associations and other non-governmental agencies in respect of law enforcement, security and claims and litigation issues;
Oversee and direct the management of all CP’s claims functions in the US and Canada, and establishes strategies, policies and procedures to manage and mitigate CP’s liability in respect of personal injury, WCB, 3rd party damage and freight & lading claims, while maximizing opportunities to recover costs from 3rd parties;
Oversee the accrual of funds to cover legal liability and makes recommendations to the Chief Legal Officer and VP finance in respect of accruals;
Manage corporate risk strategy and take actions to mitigate risks and mitigate residual risks.
Desired Skills and Experience

Position Requirements
University education at the bachelor’s degree level, preferably in law, business or related subjects, a Master’s degree preferred;
Minimum of 10 years of law enforcement experience, at least 5 of which is that the senior officer level;
A CPP or equivalent security related certification is required;
Broad knowledge of the Railroad business & its strategies;
Understand organizational risks (Risk Management);
Writing and interpreting contracts;
Understanding security laws & regulations;
Practical application of legal advice;
Advocate the company’s position on legal issue.

Additional Information:
This is a permanent, full-time position located at the 7550 Ogden Dale Rd SE. The compensation for this position is competitive $260, 000 – $290,000 consistent with industry and position norms, and commensurate with your experience.
