Responsibilities and Duties
The US Justice Department’s International Criminal Investigative Training Assistance Program (ICITAP) is an international law enforcement development agency with offices and projects around the world.* The ICITAP Program in Indonesia offers development assistance through a comprehensive and integrated program of training; technical assistance and limited equipment donations to enhance the capabilities of the Indonesian National Police (INP) in combating crime, terrorism, human trafficking, transnational organized crime and police corruption.

The position of Executive Administrative Advisor is being established on a temporary basis for approximately one year, to evaluate and recommend to the American Embassy Jakarta, Indonesia and to the ICITAP-Indonesia Program what steps can be taken to formulate and execute program plans, budgets, and the delivery of training and technical advice through subject matter experts.

ICITAP-Indonesia is in the process of identifying an expert with the relevant experience and appropriate credentials to help administer a multi-faceted law enforcement development program whose aim is to help the Government of Indonesia (GOI) strengthen its security organizations and effectively police and control its borders. The selected expert will manage the effective, results-oriented implementation of that program working closely with the GOI, ICITAP colleagues and counterparts from the international donor community.
ICITAP-Indonesia seeks a law enforcement professional with strong, executive-level experience and expertise in coordination of multi-agency task forces, border control, security and management. The right individual must have demonstrated experience in all facets of developing, training and managing effective law enforcement development programs. The expert must have the education and experience to inform and facilitate his work as a full-time ICITAP advisor.

Minimum Tangible Qualifications
The described requirements may be substituted by additional years of law enforcement and/or international criminal justice program development and/or training experience
Executive-level law enforcement experience with demonstrated knowledge in managing the operational and administrative aspects, including budget planning and execution, of a large public security or law enforcement organization.
A degree or equivalent education in public administration, criminal justice, or public security.
Experience working with and developing the legal framework required for the establishment and functioning of effective law enforcement institutions.
Demonstrated administrative and organizational expertise in the establishment and operation of effective and efficient law enforcement organizations.
Experience as a high-level planner and developer of organizational strategies in international settings, with a demonstrated ability for implementing sustainable systems and achieving tangible long-range objectives, including development of training systems and programs to support program implementation.
Proven ability to work cooperatively with disparate groups in an international environment to achieve consensus and achievement of mutual objectives.
Must be able to relocate to Indonesia.
20 years of demonstrated law enforcement and training experience in a local, state, or federal law enforcement agency either in the U.S. or in an allied country such as the UK, a Master’s degree, and 10 years of international criminal justice program development. Ideally, the candidate shall possess a background in law enforcement and supervisory experience managing programs or projects. The described requirements may be substituted by additional years of law enforcement and/or international criminal justice program development and/or training experience.
