Org. Setting and Reporting
This position is located in the United Nations Stabilization Mission in the Democratic Republic of Congo (MONUSCO). Under the overall supervision of the Chief Security Advisor (CSA), the Close Protection Officer, FS-5 reports to the Chief Security Officer (CSO) on all security operations as assigned and further coordinate and supervise all protective services and its operations.

Within limits of delegated authority, the Close Protection Officer, FS-5, will act as team leader and will be responsible for the following duties:

• Maintains security coverage for the working office and personal residence of the Senior UN Official (SUNO);
• Ensures that security measures are in place at all time to deter or deny identified threat and to preserve the security, safety and well-being of the SUNO;
• Ensures that continued effectiveness of the Close Protection (CP) team remains in relation to the changes of the local threat level;
• Accompanies the SUNO during official travels and coordinates all related security requirements;
• Conducts pre-deployment briefings with the Close Protection Officers and coordinates with the staff in the office of the SUNO. Provides guidance on changes that might occur whilst on duty;
• Deploys CP officers, in advance, for official moves to ensure implementation of security arrangements;
• Maintains continuing lines of communication with security focal points and other UN or non-UN stake holders;
• Briefs the CSA / CSO on the status, activity and requirements of the team;
• Identifies gaps in existing capability and make recommendation for amendment where necessary; Contributes to the planning process of protective services as necessary;
• Drafts Statements of Requirement and provides technical specifications for the procurement of section security equipment;
• Inspects Security equipment and ensures minimum equipment requirements are maintained and deployed in accordance with relevant policy;
• Performs other duties as required.

• Security personnel operating in the mission’s area of responsibility;
• Personnel from Military and Civilian Police Components of the field mission;
• Project Managers and other personnel;
• Host Government officials and local law enforcement personnel

Effective planning, implementation and coordination of a security system capable to enable the conduct of United Nations activities while ensuring the safety, security and well-being of personnel and the security of United Nations premises and assets.


Excellent knowledge of close protection techniques combined with a solid background of military, police or security specialization; well-developed analytical skills; able to recognize and evaluate the seriousness of threats; capacity to effectively coordinate close protection operations; ability to effectively deal with stress factor when encountered in security management and close protection operations.

• High school diploma or equivalent technical or vocational certificate
• A valid driver’s license is required
• UN DSS Close Protection Operators Certification (CPOC) is highly desirable.

Work Experience
• A minimum of eight years of progressively responsible experience in the military, police or security management is required.
• A minimum five years within the last eight years of progressively responsible experience in close protection with a national, private or international security organization is required.
• A minimum two years within the last three years of experience in close protection management at least at the level of a close protection shift leader with a national, private or international security organization is required.
• At least one year within the last two years’ experience in close protection operations at the international level and in a conflict or a post-conflict environment is required.
• Experience and proficiency in the use of close protection weapons, communications, surveillance equipment and vehicles is required.

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in oral and written English is required. Knowledge of French is an advantage.
