USAID Transition Initiatives for Stabilization (TIS) program
The Transition Initiatives for Stabilization (TIS) program is funded by USAID and responds to the complex crisis that has evolved in Somalia. The overall program goal is to mitigate conflict, promote stability and community cohesion, and strengthen citizens’ relationships with government officials. TIS implements quick impact activities linked to longer-term stabilization goals.
The TIS program is currently seeking a skilled, diplomatic, effective, and highly motivated Security Advisor. As our Security Advisor you will ensure that the security component serves as a project enabler by prioritizing staff safety and security, asset protection and information gathering and sharing. The Security Advisor will ensure that the project develops a culture of security and that operations are conducted in a manner that is DAI Security compliant. He/She will coordinate with Somali Security Agencies, INGO Security Networks, the UNDSS, AMISOM and other programs on the ground as well as oversee, facilitate quality control and assurance of the subcontracted static and mobile security services in Garowe. This position will be based inMogadishu and/or Garowe with frequent travel throughout Somalia/land.

Qualifications:
  • A bachelor’s degree in security studies, political science, international relations or other relevant field.
  • 7-10 years of military experience and 2-3 years of private security experience or project management.
  • Experience working with government security institutions, international organisations and private security providers
  • Experience working with donor funded programs and especially USAID programs are a plus.
  • Experienced, networked and able to provide support throughout South Central, Puntland and Somaliland as well as other areas that might become of interest to the project.
  • Fluency in English and Somali Language is highly preferred.
  • Ability to work with MS office and other common office programs including Lotus notes
· Good written and oral analytical and presentation skills
· Ability to communicate clearly, concisely and effectively with security staff and non-security staff alike
· An acute understanding of low profile tactics regarding all facets of security operations.
· Ability to problem solve and lead in high stress environments
