UNDP country office in Uzbekistan is involved into an increasing number of projects which support policy analysis and advice in sustainable development area, as well as piloting new development concepts and modalities on the regional, national and local levels. Particularly, Center for Economic Research (CER) and UNDP jointly implementing a project titled 'Supporting Modernization, Accelerated Reform and Transformation (SMART)'. The Project is a new phase of cooperation of mentioned above agencies and supports CER in facilitating economic, social, institutional and spatial transformation in Uzbekistan while expanding research areas thematically and geographically, promoting participatory policy dialogue and issuing wider range of products for various types of audience.
The Project activities are focused on
  • elaborating policy recommendations with participation of all stakeholders at all stages of this process;
  • building public awareness about the new stage of reform in Uzbekistan as well as promoting the Uzbek development model within 'South-South' cooperation modality;
  • strengthening institutional and financial sustainability of CER allowing it to rely more on its own resources.
  • Continued support in institutional development of the CER will increasingly incorporate use of the capacities of the CER in policy analysis and policy formulation. This is particularly relevant taking into account a new stage of reforms in Uzbekistan.
Duties and Responsibilities
  • The security service shall include control of entries and exits, body search and ID card check/verification of the incoming people other than the staff working at the building and securing peace of the inhabitants at the building and overall security of the building with its entire premises. Description of the premises and responsibilities of the security officers is as follows:
    • Main Entrance Door: This is the entrance where people enter and exit and visitors are searched and ID cards checked;
    • Watch and Control Duty: This is the security service including watch at the place of assignment and control duty to prevent parking of outsider's cars and placement of foreign objects at the parking area and in front of the building.
  • Knows and carries out the functional duties related to the provision of physical security, and access control outline in these instructions and knows specific security provisions of SMART Project.
  • Protects information related to Project location and staff members. Report immediately any attempts to obtain such information to the UNDP SMART Project Assistant Project Manager and to the Radio Control Room under the Office of SA.
  • Acts according to the instructions and rules in cases of fire or other common emergencies and is ready to provide first aid.
  • Acts to mitigate and defuse any emergencies that occur in the office, or its immediate vicinity. Reports all actions taken to Assistant Project Manager and Radio control room under the Office of SA.
  • Coordinates with all law enforcement officers who provide security for the external perimeter of the office within the limits of competence.
  • Conducts a thorough handover of all security equipment and logbooks at the beginning and end of every shift, in order to provide the continuity of 24 hour guarding service.
  • Routinely inspects the condition of all security doors, grills, and windows as well as general condition of the building and office perimeter. Reports any damage to the Assistant Project Manager.
  • Maintain all post documentation in the prescribed manner. All entries must be clear and complete. Record all security incidents and other significant events that take place during the shift. Record all communications with residential security posts.
  • Prevents, and if possible detains any suspicious person that attempts to gain unauthorized access to the office. Such persons should be turned over to the militia.
  • Patrols all office grounds. Periodically inspecting the external perimeter of the office. Monitor the immediate surrounding at all times.
  • Handovers room keys to the authorized staff members upon requested and vehicle keys to the office drivers and records the change of custody in the proper logbook.
  • Follows established procedures for removing valuable office items and equipment from the premises.
  • Reports all suspicious activities to the Assistant Project Manager and request assistance as appropriate.
  • Searches all vehicles for explosives, unauthorized persons and contraband before giving them access to the office grounds. Vehicles not belonging to the office should be given access only with the express authorization of Project management. Records all such cases, to include the times, vehicle details, and driver identification in the proper logbook.
  • Ensure the visitor access procedures are in accordance with instructions. Prevents outside visitors from wandering freely through the office.
  • Ensure the rules regarding the individuals involved in repairs and maintenance of the building. Accompanies the workers, and in the absence of the building custodians remains with them until they finish their work.
  • The duty schedule for the Security Guard is compiled by SMART Project Assistant Project Manager in consultation with the Project Executive Officer.
  • Participates in all trainings and seminars organized by Security Advisor or Local Security Advisor (LSA) .
  • Must be very polite to all staff members and visitors.
  • Performs other duties (related to the current position) as required

Required Skills and Experience
  • Secondary education
  • At least 1 year of relevant work experience in security activities. Working experience in any international development organization is an asset
  • Proficiency in Russian.
  • Knowledge of Uzbek and English is an asset
Others
  • Experienced user of PC, ability to use system of continuous video observation, security fire signal system, fire extinguishing means, and also specialized equipment as metal detectors, etc., initiative, ethics and honesty;
  • Ability to work in stressful conditions.
