Security Risk Analyst (EU Citizens ONLY)

Job description

The Security Risk Analyst (SRA) is under the nominal supervision of the Project Manager, but will take instructions from and report to the SMSO or Deputy.
The SRA is to use all open sources and restricted sources available.
The SRA will form part of the European Union Analysis Cell (EUAC) within EUCAP-SOMALIA and will work within the Security Department of EUCAP-SOMALIA and will live within MIA.

Responsibilities:

Produce incident-based security and travel advisories;
Prepare, analyse and distribute daily and weekly security updates;
Maintain and update Security Information Analysis reference sources;
Prepare Security incident background papers;

Produce long term assessments, forecasts of the security situation;
Conduct risk analysis and threat assessments together with historical and incident spot mapping material;
Ensure the quick dissemination of security related information, after approval of the SMSO or Deputy;
Implement security requirements for EU-led civilian crisis management operations;
Assist the SMSO/DSMSO in the development of the Mission Security Plan, and all supporting security and safety instructions and procedures;
Assess the security situation and analyse all relevant information;
Generate and elaborate precise and accurate reports on information received that impacts upon the mission, providing appropriate analyses and assessment of all pertinent information;
Provide briefings to new staff with regard to safety and security issues and ensure that all staff are properly prepared for emergencies;
Establish liaison as directed and co-operative closely with UN/AMISOM/EUTM and other international organizations and national law enforcement agencies or other authorities in the member states and third states that the mission might operate alongside;
Provide comprehensive reports to the SMSO/DSMSO on any incidents affecting mission staff and initiate necessary follow up action with the appropriate authorities;
Produce briefings and presentation relating to their sphere of work for the benefit of the mission; Assist in the definition and implementation of the security and safety instructions for the mission (including risk assessment/evacuation/extraction plans), analysing and assessing the threat level and maintain updated security and contingency plans for the relocation/evaluation;
Undertake any other tasks required by the Senior Mission Security Officer.

Qualifications and skills required:

Professional experience must demonstrate increasing responsibility at management level in the civilian security field or in the military/police field, in particular with regard to the security/protection of personnel, facilities and assets;
Solid knowledge of Somalia, East Africa and the Horn of Africa well as and potential security threats;
Must have experience within a High Risk/threat hostile environment.

Advantageous qualifications and skills required:

International experience as Analyst, particularly within the Military, multi-national or international organizations involved in crisis management, force protection and/or counter insurgency;
Ability to work in a demanding, deadline-driven environment and to establish and maintain effective working relationships with people of different national and cultural backgrounds;
Demonstrated ability to contribute creatively to the development of security policies and procedures;
Good interpersonal skills, ability to work in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity;
Excellent organizational, planning, and time-management skills;
Experience in planning and implementing projects;
Ability to operate Windows and Power Point applications, including Word processing, e-mail and spreadsheets (Excel).
